Your telegram No. 68 Tour paragraph 5, (of March
Extraterritoriality negotiations).
Reciprocity,
1. It is difficult to fr.me any article of the
contemplated treaty on a completely reciprocal basis
as this would necessitate consultations with each of
the Dominions and many of the Colonies. Apart from
the difficulty that the different laws in force in
different parts of the Empire would probably present
an insuperable obstacle to giving complete reciprocity,
the delays involved in such a procedure would be very
great. For that reason we devised the formulu at
the beginning of my telegram No. 37, contining (6)
reciprocity to Great Britain, but on reconsideration,
even this will have to be abandoned, as it would meɛn
that the privileges enjoyed in China by companies incorporated in other parts of the mpir, would be dependent on the treatment accorded to Chinese
companies in the United Kingdom, and this would
probably lead to difficulties with some of the
Dominions.
